YLC Statement on Solitary Confinement
YLC submitted a statement for the February 25, 2014 Hearing on Reassessing Solitary Confinement II: The Human Rights, Fiscal and Public Safety Consequences in Washington, D.C. The Hearing was held before the Senate Judiciary Subcommittee on the Constitution, Civil Rights, and Human Rights and chaired by Senator Richard Durbin. It was a follow up to the Subcommittee’s initial 2012 Hearing, and it provided an opportunity for YLC to update the Subcommittee on research developments, litigation, and evolving professional standards with respect to the use of solitary confinement in juvenile facilities. YLC also made a series of recommendations for federal action aimed at changing current practices in the use of solitary confinement.
