Rene M. v. Anderson was filed as a writ of mandate to require that the State monitor all California counties to ensure that children in foster care are visited regularly by caseworkers and that they receive necessary medical care. Although the state has known for more than ten years that counties are failing to protect children, it took no action to rectify the situation. As the result of this suit, the state has agreed to complete audits on all counties no later than January 1999. We have agreed to a stipulated settlement on that basis and will continue to monitor compliance.
