“We have to remember that these are children, these are young people,” says Lucy Salcido Carter, a policy advocate for the Youth Law Center. “If they are going to be in custody, we want to make sure that they’re getting access to all of the programming they can, to be able to develop skills that will help them do well when they get out, and never come back.
